Since spring 2025, when Riga Rise, the largest observation wheel in the Baltic States, began operating on the left bank of the Daugava River, this landmark structure has become an important part of Riga’s urban environment and tourism infrastructure. Financial investment on this scale in the city’s leisure and entertainment sector demonstrates the ability of both local and international investors to deliver technically complex tourism infrastructure projects.
The project’s developer, RPR Operators Ltd, has invested more than €10 million in private funding, with the aim of creating a modern leisure and business district designed to operate throughout the year and make a significant economic contribution to the Latvian capital.
According to the company’s publicly disclosed business plan projections, the investment is expected to achieve a full return within five to ten years of commencing operations. These projections are based on a stable and carefully planned visitor flow, estimated at more than 100,000 visitors annually, both local residents and international tourists. The site within the historic Victory Park was selected as early as 2019, when the company won an auction organised by Riga City Council for development rights. Although pandemic-related restrictions and the global construction materials supply crisis extended the original construction timeline, the company’s strategic commitment to technical excellence has ultimately delivered the expected results.
Technical Solutions and Year-Round Operation
Technical performance and safety standards are integral to the operating model of Riga Rise, ensuring reliable year-round operation even in the weather conditions typical of Northern Europe. The impressive 65-metre-high steel structure rests on specially reinforced monolithic concrete foundations and was designed with the involvement of leading Latvian engineers. The observation wheel features 30 modern, fully enclosed, climate-controlled cabins, equipped with efficient heating systems for the winter season and air conditioning for the summer months. Each cabin can accommodate up to eight passengers, with a maximum total weight of 600 kilograms, giving the wheel an overall capacity of 240 passengers per cycle and enabling high visitor throughput during peak hours. A standard ride lasts 20 minutes, offering passengers spectacular views of Riga’s historic centre and architectural landmarks on the left bank of the Daugava River.
Practical Information and Pricing
A standard adult ticket costs €17, while discounted rates are available for selected visitor groups. Students with a valid ISIC card and seniors can purchase tickets for €15, while tickets for children aged three to twelve cost €13. For added convenience and to save time, visitors can purchase their tickets online in advance through the Riga Rise website.
The attraction is located within the revitalised Victory Park, just a 15–20-minute walk from Riga Old Town. Nearby landmarks such as the National Library of Latvia and Āgenskalns Market help integrate Riga Rise into wider tourism routes across Pārdaugava, while also attracting visitors to this part of the city.
